Foreign entrepreneur planning business strategy with local partners in Azerbaijan

Azerbaijan is attracting growing attention from entrepreneurs and international businesses looking for opportunities beyond the traditional markets of Europe, the UAE and Turkey.

Recent investment activity has added to that interest. At the Azerbaijan International Investment Forum in September 2026, the country announced investment agreements worth more than $10 billion, while also highlighting ambitions around logistics, technology, AI and economic diversification. But moving a business to a new country is not simply about finding an attractive market. For a foreign entrepreneur, the more important question is, how well do you understand the market before you enter it?

Here are five things worth knowing before making the move.

1. Understand the Market Before You Invest

One of the biggest mistakes entrepreneurs can make is assuming that an opportunity automatically becomes a good business simply because a market is growing.

Azerbaijan has a relatively small domestic market, but its geographical position gives businesses access to a wider regional environment connecting Europe, Central Asia, the Caucasus and the Middle East.

That can create interesting opportunities, particularly for businesses involved in trade, logistics, services, technology, tourism and other sectors connected to regional growth. But the opportunity will depend heavily on the business model.

Before moving, entrepreneurs should understand who their customers will be, how they will reach them, what competitors already exist and whether their product or service actually solves a local problem.

Do not enter Azerbaijan because it is promising. Enter because you have identified a specific opportunity.

2. Learn How Business Registration Works

Setting up a company as a foreigner is possible in Azerbaijan. Foreign investors can establish fully owned subsidiaries, acquire shares in existing companies or create joint ventures with local partners. Foreign companies can also operate through branches or representative offices in certain circumstances.

Azerbaijan also operates a one-stop approach to business registration, with electronic registration available for entrepreneurs and legal entities. But registration is only the beginning. An entrepreneur still needs to understand taxation, accounting, banking, employment requirements, licensing and sector-specific regulations.

Some industries are subject to additional licensing requirements, so the rules that apply to one business may not apply to another. This is why getting the right local professional advice before setting up can save significant time and money later.

3. Local Knowledge Is Very Important

Knowing the country from the outside is very different from operating inside it.

Understanding how customers make decisions, how business relationships are built, how negotiations work and who the relevant stakeholders are can make a major difference.

This does not mean that every foreign entrepreneur needs a local business partner. It means they need local understanding.

The right local advisors, lawyers, accountants and business connections can help an entrepreneur avoid mistakes that may not be obvious from outside the country. For someone entering a new market, local knowledge can sometimes be more valuable than simply having more capital.

4. Look Beyond Baku

Baku naturally receives much of the attention from international entrepreneurs. It is the country’s main commercial centre and a major hub for business, services and international connections. But Azerbaijan’s investment space is not limited to the capital.

Government investment-promotion programmes are supporting projects across different regions and sectors. As of January 2026, hundreds of investment-promotion certificates had been issued, with projects spanning areas including industry, agriculture, logistics and tourism.

For some businesses, the right opportunity may therefore be outside Baku. The important thing is to choose the location based on the business, not simply because it is the most familiar city.

5. Think Long-Term

Perhaps the most important point is this, moving a business to Azerbaijan should be a strategic decision, not a short-term experiment.

The country’s economy is developing, and there are clear efforts to attract investment, support local production and diversify economic activity. There are also incentives available for qualifying investment projects. For example, eligible projects receiving an investment promotion document can receive certain tax and customs benefits for a defined period.

But incentives should never be the only reason to move. A strong business needs customers, a sustainable model, capable people and a clear understanding of the market.

Azerbaijan may offer opportunities for foreign entrepreneurs, but the entrepreneurs most likely to benefit will be those who take the time to understand the country before committing to it.
