Yes, if citizens from Indo-Pak and GCC region has a temporary residence permit in Azerbaijan, they can apply for a Schengen visa at the embassies of European countries located in Baku. There is no need to return to their countries for this purpose. The main requirement is to provide all the necessary documents and comply with the specific requirements of the relevant consulate.
